Job Description: A leading rail system service provider is looking for a dynamic Head of Engineering & Construction Management to lead technical implementation and system design solutions for specific technology along with the overall construction management of a massive rail project. This position reports directly to the COO.
Key Responsibilities:
- Formulate and determine the business and functional direction in line with the strategies, plans, and targets of the company.
- Lead and manage all aspects of the Engineering & Construction Management activities, including team management for all rail projects.
- Structure and execute Engineering & Construction Management strategies to meet business objectives and operational needs.
- Evaluate challenges faced by the departments and come up with an action plan to mitigate risks and develop opportunities.
- Control the system requirements during the delivery planning stage, including installation requirements, testing & commissioning, and maintenance during the defect liability period, ensuring compliance with contractual specifications while liaising with the governing body.
- Responsible for correcting technical interpretation of project requirements (General Specification, Particular Specifications, Conditions of Contract, Employer's Requirement & Scope of Work).
- Develop and maintain strong relationships with internal and external stakeholders to ensure optimal performance.
- Develop comprehensive engineering plans that define scope, objectives, timelines, resources, and deliverables, ensuring alignment with cross-functional teams to achieve seamless execution.
- Monitor project budgets, ensuring adherence to financial constraints, tracking expenses, and implementing cost-saving measures without compromising the quality of deliverables.
- Maintain clear and open communication channels with all stakeholders, including clients, team members, and senior management, providing regular updates and reports to keep everyone informed of progress and any emerging issues.
- Lead and coordinate multi-disciplinary teams, fostering collaboration, effective workflow, and a positive work environment, while encouraging team members to perform at their highest potential.
Key Requirements:
- Tertiary qualification in Electrical/Electronics or Mechanical Engineering or equivalent.
- Minimum fifteen years of project management experience, preferably handling railway system design projects.
- Prior experience handling the solution, design, and interface of rail projects would be ideal.
- Experience in systems engineering, interface & integration, Reliability, Availability, Maintainability and Safety (RAMS), Electromagnetic Compatibility (EMC), and requirements management would be ideal.
- Project Management Professional (PMP) certification is preferable.
- Experience managing rail construction projects is highly desirable.
- Have a strong financial and commercial acumen to handle project costings and financing.
- Have prior financial closure background for large-scale construction projects.
- Ability to lead the process to establish all relevant statutory authority requirements and risk mitigation to ensure smooth local authority approvals.
- Excellent interpersonal skills with the ability to communicate effectively with internal and external stakeholders.
- Able to work autonomously, be self-driven and not reliant on others.
- Able to adapt well in various international settings for long periods of time.
- Able to resolve conflicts, visionary and possess the foresight to plan ahead for the business.
