Job Title: Procurement Manager
Department: Purchasing, Procurement & Inventory (Manufacturing, Transport & Logistics)
Responsibilities:
- Source for suppliers to fulfill the Company requirements for spare parts, raw materials, tools, equipment, machinery, vehicles, office fittings, furniture, services, etc.
- Analyze and compare cost, specifications, features, and quality to determine the best options to procure.
- Prepare and monitor Procurement Department and Warehouse budgets.
- Negotiate the best terms and conditions of different products from suppliers, for once-off, short-term, and long-term contracts.
- Effective planning, implementation, monitoring and controlling of all purchasing matters as well as work closely with other departments in the Company.
- Monitor and screen the performance of suppliers and vendors in terms of quality, quantity, and timely delivery of goods and services.
- Study and improve existing policies and procedures and formulate new policies and procedures to improve and enhance the overall procurement system.
- Ensure that vendors and requestors comply with company policies and procedures at all times.
- Manage a team of procurement & warehouse personnel and train and motivate them to perform at their optimum.
- Track the usage of products and spare parts of end-users by monitoring the frequencies of their requests.
- Prepare and submit monthly reports on the progress and status of major purchases.
- Conduct internal procurement audit exercises to identify gaps in business processes/practice and provide solutions.
- Liaise with any government agencies and other private agencies related to procurement activities.
- Any other responsibilities and duties that may be assigned by superiors from time to time.
Knowledge, Skills and Abilities:
- A minimum of 10 years in Procurement or purchasing of construction material, vehicle spare-parts, office fittings and furniture, equipment and services.
- Bachelor's degree in Supply Chain Management, Business Administration, or related field.
- In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
- Strong purchasing knowledge including processes, tools, and practices.
- Good data analysis capability to identify issues, develop solutions, and implement them.
- Good interpersonal and communication skills.
- Able to work in a fast-paced environment.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
- Knowledge of procurement best practices, contract management, and supplier/vendor relations.
