Role Summary:
Energy Workforce is seeking an experienced NDT Level III / NDT Manager to serve as the
company's highest technical authority for Conventional and Advanced Non-Destructive Testing (NDT) activities. This critical position provides technical leadership, procedure governance, quality assurance, competency development, and expert technical support to Operations, Business Development, project teams, and valued industry clients.

PCN/ISO 9712 Lvl 3 in PAUT
ASNT lvl 3 in UT,MT,PT,RT
Any ANDT Lvl 3 certification will be added advantage
KEY RESPONSIBILITIES
1. Technical Leadership
Serve as the company's highest technical authority for Conventional NDT and Advanced NDT activities.
Supervise, mentor, and provide technical direction to Advanced NDT (ANDT) Level III and Conventional NDT (CNDT) Level III personnel. Review and approve NDT methodologies, inspection techniques, and technical approaches for various projects. Ensure NDT activities comply with applicable codes, standards, regulatory requirements, and client specifications. Provide expert technical advice to Operations, project teams, Business Development, and clients.
2. Technical Support to NDT Operations
Provide technical support for the planning, execution, and delivery of NDT projects. Support Operations in resolving technical and inspection-related challenges during project execution. Review project performance and recommend technical improvements where required. Advise on suitable manpower competency requirements, inspection methods, and technical resources for ongoing and upcoming projects. Provide technical updates to Energy Workforce management on significant technical challenges, inspection issues, and improvement opportunities. Review technical deliverables and inspection reports before submission to clients.
3. Procedure Development & Technical Compliance
Lead the preparation, review, verification, and approval of NDT procedures, work instructions, inspection plans, and technical documentation. Ensure procedures are technically sound and comply with ASNT, ISO 9712, API, ASTM, ASME, AWS, and clientspecific requirements. Support the qualification, validation, and implementation of new NDT techniques and inspection technologies. Participate in technical discussions with clients during project planning and execution. Maintain controlled technical documentation and drive continual improvement in inspection practices.
4. Personnel Competency & Training
Oversee the company's NDT training and competency development programme. Ensure new Energy Workforce NDT personnel complete structured technical training before deployment. Conduct technical interviews, competency assessments, annual vision testing, and practical skill evaluations. Evaluate personnel performance and identify competency gaps. Develop individual training plans and recommend additional NDT certifications or advanced training. Mentor and coach Level I, Level II, and Level III personnel to build long-term technical capability.
5. Quality Assurance
Ensure inspection activities are carried out in accordance with approved procedures and quality management systems. Conduct technical audits, surveillance activities, and periodic competency assessments of NDT personnel. Investigate technical issues, non-conformances, and customer complaints.
Recommend and monitor corrective and preventive actions (CAPA). Promote continual improvement across Conventional NDT and Advanced NDT activities.
6. Client & Stakeholder Management
Act as the primary technical representative for NDT-related matters with clients and key stakeholders.
Attend technical meetings, project kick-off meetings, client audits, and qualification discussions. Provide technical advice and recommendations to project managers, clients, and internal teams. Support prompt resolution of technical issues affecting project delivery. Build and maintain strong technical relationships with clients and industry stakeholders.
7. Business Development & Strategic Support
Support Business Development by providing technical input for proposals, tenders, feasibility studies, and project planning. Review client specifications and recommend suitable inspection techniques, technical resources, and competency requirements. Support management in developing strategic plans to expand Conventional NDT and Advanced NDT capabilities. Evaluate and recommend new technologies, equipment, digital inspection systems, and advanced inspection methods. Support tender evaluations and technical proposal preparation.
QUALIFICATIONS & PROFILE REQUIREMENTS
Minimum Requirements
Certifications: ASNT Level III and/or ISO 9712 / PCN Level III certification in relevant NDT methods.
Experience: Minimum 15 years of experience in Oil & Gas, Petrochemical, Energy, Power, or Heavy Industrial sectors.
Technical Expertise: Extensive experience in Conventional NDT (CNDT) and Advanced NDT (ANDT)
applications.
Standards Knowledge: Strong technical knowledge of international codes, standards, and client requirements (ASNT, ISO, API, ASTM, ASME, AWS).
Documentation: Proven experience developing, reviewing, and approving NDT procedures and inspection
documentation.
Training & Capability: Experience in NDT training, certification programmes, competency assessment, and
personnel development.
Soft Skills: Strong technical report-writing, leadership, mentoring, communication, and stakeholder-management skills.
Decision Making: Ability to provide sound technical decisions and authoritative guidance under high-pressure scenarios.
Preferred Experience
Experience supporting both Conventional NDT (CNDT) and Advanced NDT (ANDT) divisions simultaneously.
Familiarity with major operator requirements including PETRONAS, Shell, ExxonMobil, ADNOC, Aramco, or
other major international oil companies. Knowledge and practical application of ISO 9001 Quality Management Systems. Direct experience supporting tenders, technical proposals, and feasibility studies.
Exposure to cutting-edge advanced inspection technologies and digital inspection systems.
Experience supporting large-scale NDT projects and multidisciplinary inspection teams in a technical capacity.
