J ob title: Community Liaison Officer (CLO)
General position definition
The CLO in business is expected to lead in community and stakeholder engagement in external environments, specifically around the business operations, representing business stream.
PURPOSE:
The purpose of the role is to develop an understanding of the local dynamics to help implementation of impact mitigation actions, reduce social and political tensions around operations, which enable business outcomes and maintain social licence to operate.
Responsible
· Thoroughly understand the social economic conditions, and the essential socio-cultural values
· Lead in deploying specific impact mitigation measures at the targeted stakeholders/households.
· Establish Community Feedback Mechanism, including guidelines effecting operations / community interface and the adoption of the Shell General Business Principles
· Develop Community response process to provide early warning and mitigation information for potential community disruption; Organised quick response to critical issues; resolve minor to medium level grievances
· Build and maintain relationships with key stakeholders and community members by organizing and participating in working groups, meetings, conferences, consultations, town halls with other agencies, and partners on social development related matters.
· Monitor execution of social investment initiatives and support in monitoring staff volunteering involvement in these initiatives.
· Support internal communications campaigns and activities, including providing consultation on compliance to Shell brand guidelines.
· Ensure compliance with ethics and compliance requirements.
Dimensions
The position must maintain external community and stakeholder oversight for the business portfolio. This, together with its close interaction with other functions makes it both particularly challenging and interesting.
Special challenges
This position requires a seasoned professional who can build quick collaboration with the community and business to contribute to address complex social challenge.

Experience and qualifications required
· Strong experience of working with communities in varied social contexts.
· University or college degree or diploma in related field.
· Experience with community development.
· Can support business leaders and managers in incorporating community perspectives/information into business decision making.
· Experience in engaging and communicating effectively internally and externally at a variety of levels and to work comfortably across Safety, Technical functions like Corporate Relations.
· Knowledge of local language and English is a must, with writing proficiency in Bahasa Malaysia.
